Note: This are is very rugged, but it is heavy.  For most applications the lighter RAP-B-201U arm is recommended.  The RAP-B-201U is less expensive and very rugged. 
The arm has a socket at either end to allow a 1" diameter ball (size "B") accessories to be connected. A tightening screw on the side of the arm enables the sockets to clamp firmly on a 1" diameter ball.  When loosening the side screw, a single spring inside the arm opens the socket for maneuvering of the mount, or removing of the ball from the socket.

The RAM-B-201U consists of a medium double socket arm that accommodates 1" B size ball bases, device holders, and adapters. With an overall length 3.73", this is the standard RAM® double socket arm size. The easy to adjust knob allows for near-infinite adjustability for your connected device.

Q: Is this part number able to accommodate both the B and C size balls?
A: No, this part is designed specifically for the B size 1" ball bases

Q: Does the double socket arm attach to the handle bar?
A: No, that double socket arm does not attach to the handlebar.  You would need a base with one inch ball for the handlebar, such as RAM-B-231ZU or RAP-B-400U, and then you would attach this double socket arm to one of those bases.
